Job Description and Duties

This position is eligible to telework up to three (3) days a week, in accordance with the Statewide Telework Policy, and will be required to report to the office as needed/required. This is subject to change based on operational need and/or future return to office orders. The successful candidate must reside in California upon appointment.

Under the direction of the Supervisor I, the Analyst II is responsible for independently performing a variety of complex analytical work relating to the recruitment activities for DGS. The position assists in the development and coordination of strategic recruitment plans, marketing and outreach materials, facilitating the recruitment process, and completing minimum qualifications analysis for DGS programs and contracted client agencies, boards, and commissions, in accordance with Civil Service Merit Principle, the Selection Manual, the Examination and Certification Online System (ECOS) Users Guide, the Federal Uniform Guidelines on Employee Selection, all applicable laws, rules, and regulations, California Department of Human Resources (CalHR), State Personnel Board (SPB), and Memorandums of Understanding (MOUs), Civil Service Merit Principal and established office procedures and policies.

This position may be downgraded to Analyst I for recruitment purposes.  If downgraded, duties will be adjusted accordingly.

This position may require travel.

Special Requirements

  • Employment History on the STD 678 (State Application) must be complete and include employment dates, accurate hours per week, total time worked, duties and responsibilities performed, and contact names and phone numbers of supervisors. Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


  • Experience in human resources, specifically recruitment, including but not limited to developing and executing recruitment plans; advertising, marketing, and promotion campaigns; developing and administering the annual Recruitment Plan; tracking recruiting metrics; reviewing applications to determine qualifying education and/or experience to meet minimum qualifications, etc.
  • Experience developing and implementing human resources policies and practices across multiple locations.
  • Experience analyzing, interpreting, and applying personnel laws, rules, regulations, policies, and procedures.
  • Experience working cooperatively with control agencies to meet organizational needs.
  • Experience providing superior customer service.
  • Excellent interpersonal, public speaking, listening, planning, and project management skills.
  • Experience with online design tools, such as Canva and Adobe Creative Suite.
  • Experience developing professional social media posts that support recruitment, outreach, or organizational communication.
  • Experience using LinkedIn Recruiter or other professional sourcing tools (e.g., Indeed Resume, ZipRecruiter, Handshake).
  • Knowledge of the State merit-based civil service system and principles, State Personnel Board laws and policy memos, California Department of Human Resources guidelines, Memoranda of Understanding for various bargaining units, and the Selection Manual.
  • Ability to write clearly, accurately, and concisely; communicate verbally; and listen effectively with a variety of audiences.
  • Ability to work under pressure, handle multiple tasks, and adapt to changing priorities.
  • Ability to anticipate and identify sensitive issues which may impact internal/external stakeholders.
