Job Description and Duties

The Hospital Administrator (HA), under the direction of the Assistant Executive Director, is responsible for the overall planning, organizing, staffing, directing and controlling for all administrative and support operations at the Department of State Hospitals (DSH)-Patton, and serves as the Chief Administrative Officer of the hospital. The HA also ensures expenditures are accountable, adhered to, or adjusted accordingly and do not exceed the annual budget allocation; ensures allocation of funds to proper needs; and ensures fiscal tracking and reporting is accountable and transparent.

The HA is part of the Executive Team and participates in the policy formulation and decision-making for DSH-Patton. The HA provides management interface between the DSH-Sacramento Office and program staff, as determined by the Executive Director; and sustains a culture of collaboration and transparency. Incumbents ensure public property is protected and safeguarded. In addition, incumbents will respond to emergency situations as trained in Therapeutic Strategies and Interventions.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  1. Knowledge and experience planning, organizing, and directing complex non-clinical administrative operations within a medical or psychiatric facility, including strategic oversight of functions such as human resources, workforce development and training, health and safety programs, fiscal management, medical records administration, contracting, facilities and property management, housekeeping and dietary operations.
  2. Demonstrated leadership in the development, administration, and oversight of large and complex healthcare facility budgets, including the implementation of fiscal controls, strategic resource allocation, and operational adjustments necessary to maintain expenditures within authorized budget levels.
  3. Demonstrated experience leading the development of Budget Change Proposals (BCPs) and Capital Outlay Budget Change Proposals to address organizational, staffing, infrastructure, or environmental needs that impact hospital operations, regulatory compliance, safety, equity, and quality of patient care.
  4. Demonstrated leadership in emergency management and incident response within a healthcare environment, including the coordination and mobilization of internal response teams, collaboration with external emergency and community partners, and ensuring continuity of operations within a 24-hour facility.
  5. Ability to independently lead the development and implementation of organizational policies and operational procedures, while effectively communicating and collaborating with executive leadership, clinical professionals, and multidisciplinary stakeholders to address complex, sensitive, and high-impact organizational issues.
  6. Experience leading strategic planning and operational improvement initiatives within a healthcare or institutional setting, including identifying organizational priorities, implementing performance improvement strategies, ensuring regulatory compliance, and aligning administrative operations to support quality patient care, safety, and organizational goals.
