Role: ESRI GIS Developer - Utility Network Specialist

Location: Remote

Contract

Core GIS & Esri Technologies

• ArcGIS Enterprise (Portal, ArcGIS Server, ArcGIS Data Store)
• ArcGIS Pro & ArcMap
• ArcGIS Utility Network (UN) architecture and configuration
• ArcGIS Online (AGOL)
• ArcGIS Experience Builder, Web AppBuilder, Dashboard
• ArcGIS REST API

Utility Network Expertise

• Utility Network data modeling (electric, gas, water, sewer, telecom)
• Network rules configuration (connectivity, containment, structural attachment)
• Asset packages creation and deployment
• Subnetwork management (tiers, subnetworks, controllers)
• Network topology, validation, and error resolution
• Migration from Geometric Network to Utility Network
• Trace configurations and analysis (upstream, downstream, isolation, outage)

Development & Programming

• Python (ArcPy, automation scripts, data validation, ETL)
• JavaScript (ArcGIS API for JavaScript)
• SQL (PostgreSQL, SQL Server, Oracle)
• RESTful services integration
• Custom geoprocessing tools and scripts
• Web map and web service development

Databases & Data Management

• Enterprise Geodatabases (PostgreSQL, SQL Server, Oracle)
• Versioned editing (traditional & branch versioning)
• Data quality control and validation workflows
• Spatial data modeling and performance optimization
• ETL workflows (FME, Python, ModelBuilder)

System Architecture & Administration

• ArcGIS Enterprise installation, configuration, and upgrades
• Security and user management (roles, groups, authentication)
• High availability and disaster recovery concepts
• Performance tuning and monitoring

Integration & Automation

• Integration with SCADA, OMS, CIS, and EAM systems
• Automated data loading and synchronization workflows
• CI/CD concepts for GIS applications
• Scheduled jobs and enterprise automation

• Designed and implemented Utility Network models supporting enterprise-scale utility operations
• Led or supported migrations from legacy Geometric Network to Utility Network
• Developed custom GIS tools and web applications to support planning, operations, and outage analysis
• Collaborated with engineering, operations, and IT teams to align GIS with business workflows
• Provided production support, troubleshooting, and performance optimization for enterprise GIS systems
